Without using the console the perk part is impossible, everything else I can get mods for. I cant find any perk per level mod that works. I have it setup for 2 perk points per level with a bonus one for every 5th level, and 3-4 points when starting the game. The vanilla system seemed too restrictive and felt progress was too sluggish in my opinion. I am using Ordinator with Apocalypse so there are many trees/powers to play with. Defaults 1 perk per level from 2 to 9, 2 perks from level 10 to 29, 4 perks from 30 to 49 and no perks after level 50. You can change these values to anything. This what I used. To get 2 perk points per level, just add: 1=2 at the very end of the text file. With this mod you can set up your perk point gain for each level to two perkpoints per level, you can choose if you want to activate this feature upon loading your savegame.
